In EmailBuilder, when editing or creating a template, in the General Settings a field called "Custom template styles" was added. 

Here you can enter your custom CSS for your template and it will be applied to all language variants of the template. The old field called "Custom styles" was renamed to "Custom language specific styles" and now only applies to the selected language.
